## What is the purpose of the change Pulsar Source put all the splits to only one parallelism when using Exclusive subscription. This is because we misunderstand the lifecycle of the `SourceEnumerator`. All the splits should be preassigned according to the parallelism. Shared subscription would meet state share issue on the meantime. So we have rewrite the split assign logic in Pulsar connector, fix the issues mentioned above. ## Brief change log - Fix the split assign logic in `NonSharedSplitAssigner` and `SharedSplitAssigner`. - Fix the state scale up/down issues in `PulsarUnorderedSourceReader`. - Change the `PulsarSourceEnumState` and bump its version and serializer. ## Verifying this change This change is already covered by existing tests, such as `PulsarSourceEnumeratorTest`, `NonSharedSplitAssignerTest` and `SharedSplitAssignerTest` ## Does this pull request potentially affect one of the following parts: - Dependencies (does it add or upgrade a dependency): (no) - The public API, i.e., is any changed class annotated with `@Public(Evolving)`: (no) - The serializers: (yes) - The runtime per-record code paths (performance sensitive): (no) - Anything that affects deployment or recovery: JobManager (and its components), Checkpointing, Kubernetes/Yarn, ZooKeeper: (no) - The S3 file system connector: (no) ## Documentation - Does this pull request introduce a new feature?
