## What is the purpose of the change
This PR limits checkpoint discard delay in CLAIM restore mode to two cases:
1. Changelog (off -> on). Adjust `SharedStateRegsitry` API to make it
explicit that the state to register must prevent deletion of the checkpoint
created it (i.e. initial checkpoint).
2. RocksDB Incr. Native Savepoint. Rely on `SharingFilesStrategy` of the
restored savepoint to determine whether any shared state can reside inside the
`chk-xx` folder (rather than `/shared`).
## Verifying this change
New tests in `SharedStateRegistryTest`.
