## What is the purpose of the change
Make Flink's master process not terminate after losing leadership when
possible.
- This helps users of standalone clusters, where terminated process will not
be brought up automatically.
- This also helps users of other non-Yarn deployments, by reducing
unnecessary process restarts.
## Verifying this change
- Existing test cases are updated.
- Manually verified with various deployment modes.
