[~slinkydeveloper] Just want to figure out the consequence of this ticket: does
it mean that it supports version upgrade for Python UDFs in 1.14 and not
supported in 1.15(as there is no much time left before the code freeze of
1.15)? Besides, does it also mean that once FLINK-25231 is resolved, we need to
add this back?
