Since we have already dropped support for decimal -> boolean for TableAPI, and
we're waiting on Calcite to merge the drop of support for SQL,
Maybe we shouldn't port this casting to the new CastRule, or if it's easy and
quick we can port them and add a TODO: linking to: FLINK-24576.
