[FLINK-3317] [cep] Introduce timeout handler to CEP operator This PR adds timeout handling functionality to the CEP library. Whenever an event pattern is discarded because it exceeds the window length, a user specified timeout function can be called. The timeout function receives the all matched events of the partial pattern as well as the timestamp when the timeout has occurred. This allows to create timeout events to which down stream operators can react.
