**Need to discuss offline:** I would like to understand a bit more about the relationship between `ChangelogStateBackendHandle` `ChangelogStateHandle` and normal `KeyedStateHandle` 1). Each ChangelogStateHandle one task? 2). ChangelogStateBackendHandle one task as well? 3). shared registry should be registered through `ChangelogStateBackendHandle`? then why "ChangelogStateHandle" also implement the register function.
