## What is the purpose of the change
Propagates watermarks to the `SinkFunction` and `SinkWriter` for
connector-specific purposes such as external watermark storage.
## Brief change log
- Add `processWatermark()` method to `SinkFunction`
- Add `processWatermark()` method to `SinkWriter`
- Add watermark forwarding logic to `StreamSink` and to
`AbstractSinkWriterOperator`
## Verifying this change
This change added tests and can be verified as follows:
- Updated test method in `StreamSinkOperatorTest`
- Added new test method to `SinkWriterOperatorTestBase`
- Updated `FileReadingWatermarkITCase` to count watermarks directly (wasn't
possible before)
