org.apache.flink.runtime.util.LeaderRetrievalUtils [] - TaskManager
will try to connect for PT10S before falling back to heuristics

We could use {{Timeutils.formatWithHighestUnit}}, but not sure whether we are
willing to pay the cost for that.
