## What is the purpose of the change
This implements `Schema`, `ResolvedSchema`, and `SchemaResolver` as
described in FLIP-164.
## Brief change log
- `Schema` is the new API class with rich JavaDocs which can be used for
both descriptors, DataStream conversion, and catalogs.
- `SchemaResolver` is the interface implemented by the `CatalogManager`
- `DefaultSchemaResolver` is the default implementation influenced by
`CatalogTableSchemaResolver`.
- `ResolvedSchema` is the final validated result.
## Verifying this change
This change added tests and can be verified as follows:
`SchemaResolutionTest`
