[~xintongsong] Thanks for trying this out. The latest tag will work similarly 
to packages hosted on Docker Hub.

I just realized that the images pushed to the legacy GitHub Packages are not 
pullable by unauthenticated users. You need to be logged in to GitHub to pull 
the images, even if they are public...
GitHub Container Registry supports pulling images without authentication. But 
GitHub Container Registry is not supported by the ASF GitHub Account: 
INFRA-20959
