While debugging a "stop-with-savepoint" related test (FLINK-18148), I noticed 
the following:
a) There is no way of distinguishing if a checkpoint is a checkpoint or a 
savepoint from the logs
b) there is no log message on the JobManager that a stop-with savepoint 
procedure has been initiated.
