## What is the purpose of the change
*This pull request will keey all jars of plugins and bin directory in
CacheFiles so that the built python wheels in Azure CI will be the same as the
built from source code.*

- *add the logic of keeping all jars of plugins and bin directory in
cachedFiles*

This change added tests and can be verified as follows:
