Not sure about that. It seems most of metrics reporters are actually optional
components(that is why they are located in /opt) for user. As Flink's fat
distribution should contain stuff which is used by most of our users. I think
it might be good to treat them(at least some of them) as an additional
component in https://flink.apache.org/downloads.html#additional-components.
