Given that the picked order is broken (1.1 being at the very top) my guess is
that yaml interprets {{1.1}} and {{1.10}} in the
[config|https://github.com/apache/flink/blob/master/docs/_config.yml#L66] as
floats, cuts of the trailing zero and treats them both as {{1.1}} .
