I'm now testing the scaffold PR ([https://github.com/apache/flink/pull/7086)],
and I'll try to get this in soon.
[~Zentol] Is it a condition for a change to be merged that all the licensing
documentation is included?
If so, I'm wondering whether we should use BlackDuck to generate a license
report for the user interface?
