First of all, I plan to handle the exception after calling {{Files.createLink}} 
to try {{Files.copy}} again.
Secondly, I think we should better ensure local recovery's directories located 
with rocksDB state backend's local dir in the same device. 
For Yarn environment, we could config {{'taskmanager.state.local.root-dirs}} 
within YARN task executor's {{PWD}} directory and config 
{{state.backend.rocksdb.localdir}} also within {{PWD}} directory when start to 
run Yarn task executor.
