The new dashboard has about 10,000 lines of code. In order to make the whole
code easier to review, I will split the different modules and submit them.
I plan to submit angular scaffold codes first which including HTTP interceptor,
router setting and so on.
Then I will submit module corresponding to the [previous
module](https://github.com/apache/flink/tree/master/flink-runtime-web/web-dashboard/app/scripts/modules)
one by one
