[FLINK-2435] Extending CsvReader capabilities: it is now possible to let
user-defined classes be presented in csv fields.

persistent artifact*
- *Deployments RPC transmits only the blob storage reference*
- *TaskManagers retrieve the TaskInfo from the blob cache*
