[~mingleizhang] You are right, Problem described by can't reproduced again with
the same condition, but show as following

org.apache.flink.client.program.ProgramInvocationException:
org.apache.flink.runtime.jobmanager.scheduler.NoResourceAvailableException:
Could not allocate all requires slots within timeout of 30000 ms. Slots
required: 3, slots allocated: 0{code}
[~triones], error message should be like the above one
