[FLINK-8832] [sql-client] Create a SQL Client Kafka 0.11 fat-jar
## What is the purpose of the change
This PR adds a shaded jar to every Maven release with for Kafka 0.11 that
can be used for the SQL client. It is shipped next to the regular Maven
artifact with a `sql-jar` suffix.

- pom.xml changed for `release` profile

Verified manually.
