[FLINK-8223] [build] Update Hadoop versions
## What is the purpose of the change
Update Hadoop minor versions for Flink 1.5 development cycle.
## Brief change log
Update 2.7.3 to 2.7.4 and 2.8.0 to 2.8.2. See
http://hadoop.apache.org/releases.html
