[FLINK-7561][streaming] Implement PreAggregationOperator
## What is the purpose of the change
To improve performance in certain situations this PR adds basic
implementation of pre-aggregation operator for DataStream API.
## Verifying this change
This change added `PreAggregationOperatorTest`
