The problem is that we need a migration path from the Java serialization shortcut, and not simply replace it. Otherwise we would be breaking state compatibility with older versions. So, in `initializeState` we should try to read the state using the Java serialization shortcut, and in `snapshotState` write it using a new proper state accessing `ListState`.
