Unfortunately during the fix on installer I have also found that problem and it
is an issue in Flex SDK itself. I have fixed it and process of releasing next
version of sdk is ongoing. ->

In order to try Release Candidate 2 of Flex SDK 4.16.1 you have to right click
on drop down list in the installer and choose "Show Dev builds" - RC2 will
appear on the list. Try and let me know.
