I think the problem is downloading with the wrong values for AIR and Flash
Player set on the Flex installer (v 3.2.0). While the correct Flex version
appears by default (4.16), the defaults for Air and Flash Player are 23, not
25. So I downloaded not realising the Air & FP settings had to be changed.
Consequently I got an incomplete SDK. I'm downloading again now with the
settings correctly upgraded to v25. Unfortunately the download is a bit hit and
miss because it takes a while and the installer has crashed out twice towards
the end of the process.
