In case a reage was initiated but there are no any outstanding balances to be
reaged, we should not create a Reage transaction with amount of 0.
In this case, we should raise a HTTP 403 - domain rule violation exception to
explain there are no outstanding balances to be reaged.
In case this situation occurs during reverse-replay situations, we shall revert
the Reage transaction!
