{*}Goal{*}: Integrate Spring Authorization Server into Fineract to act as an
OAuth 2.1 Authorization Server.
h3. Tasks:
* Remove existing custom OAuth components (OauthAuthenticationProvider, etc.).
** Remove outdated and unmaintained “Apache Oltu” dependencies
* Set up minimal Spring Authorization Server configuration.
* (Optional) Create client registration mechanism for frontends.
* OAuth 2.1 flows (Authorization Code + PKCE).
