I encountered this issue in Open Liberty. As a workaround, I modified the 
transport code to consult {{jaxrs.filter.properties}} when the property is not 
found via {{{}Message.getContextualProperty(){}}}. This resolves the issue for 
my use case. If helpful, I can provide the patch or open a pull request with an 
equivalent fix for CXF.
