Fix For: 3.3.0
When "ignoreActions" is set to true in WSS4JInInterceptor, the user must still
supply an "action" String to perform. From 3.3.0, the "action" String can be
omitted, so that a user can supply a custom processor or validator without
having to list an action that it doesn't use.
