applied kai's patch with some modification. Thank you for your work.
For those ws-rm scenarios without attachments, this patch should not change the
behavior. For those scenarios with attachments, the attachments are persisted
and retrieved from the storage.
There is still a related issue regarding WS-RM with or without attachments,
which is tracked by CXF-6646, as mentioned.
