Well, the good news it can work in OSGI after all, thanks for experimenting.
Ideally we'd find a way to add the required instructions to the 
integration/cdi/pom.xml while still trying to keep it portable.

Would only adding Export-Package "org.apache.cxf.cdi*" help ? 
Or Export-Package and Require-Capability ?

Can you modify the manifest of the snapshot cdi bundle and experiment ?
