Currently xkms allows xkiss as well as xkrss operations. In many environments
it makes sense to only implement the xkiss operations. So we should allow to
switch off the xkrss part.
For this issue I plan to implement a enableXKRSS config option. If set to true
the xkrss Operations will work. If set to false they will return:
Sender / UnupportedMessage with detail message "XKRSS Operations are disabled"
