When our users mistakenly send non-SOAP XML to our server embedding CXF, they 
get this unhelpful error:

No namespace on "{0}" element.
{noformat}

Where \{0\} is the root element.

The following would be better and give us less support headaches:

{noformat}
No namespace on "{0}" element. You must send a SOAP request.
{noformat}

Or a message to the effect that a SOAP request is expected instead of a 
low-level failure.

The message NO_NAMESPACE is defined in 
{{rt\bindings\soap\src\main\java\org\apache\cxf\binding\soap\interceptor\Messages.properties}}
