I think the cxf-api module needs an additional Dynamic-Import.  Just not sure 
what it should be.  The simple idea is to add "org.apache.cxf.*" which would 
allow it to load any of the CXF classes by name when needed.   The more 
complete option would be just "*" to make all of that more pluggable so things 
like the classnames on the @*Interceptors and @Features annotations can be 
used.  Kind of hate that idea though.
