Hi,

I just commit a testcase which demonstrate adding new custom action on 
WSS4JOutInterceptor also works.
I guess the key part you MIGHT miss is that if you add a custom action with new 
key int number 12345, you must also put action name as string "12345". Take a 
look at the testAddCustomAction() to get more details.
