When generating schema/wsdl, schemaLocations provided via @XmlSchema are dropped

When JAXB generates schemas, it creates internal schemaLocations for the
imports. When we inline the schemas, we remove the schemaLocations. However,
locations that are specified via @XmlSchema attributes should be retained.
