CXF doesn't depend directly on Joda-Time.   We pull it in transitively via WSSJ 
(which gets it via OpenSaml).   Since we don't use it directly, we prefer to 
use the version that the third party (in this case OpenSaml) has specified 
since we don't really know what impact it would have on that library.

I don't know if newer versions of OpenSaml use a newer version of joda-time.
