the code submitted with the previous patch does not match the request (e.g., 
/bookstore/books/123) against the regisered service when the service is 
registered at the root "/". Consequently, the change is breaking some of the 
jaxrs systest.

I need to add the path.equals("/") as a special case in the matching condition 
to handle these cases.
