I'm marking this invalid for a couple reasons:

1) At Apache, each TLP is allowed (actually, kind of expected) to figure out 
how to present their web site in a way that best suites thier targets.   

2) The navigations and such for CXF have been discussed in depth several times 
in the past on the dev list.  We kind of like what we have.

3) If you don't like something in particular, a discussion on the dev list is 
more appropriate at this stage than a JIRA issue.
