I'm marking this as "won't fix" as the current behavior does follow all the 
recommendations as well as duplicates the behaviors of the other main stacks.

CXF does allow you configure in new ServiceConfiguration things that can 
override the getInputMessageName to do what you want, but the default should 
remain how it is.
