2.2.9 samples use 2.3.0-SNAPSHOT dependencies

It looks like the samples for 2.2.9 use the wildcard
<cxf.version>[2,)</cxf.version> and have not been replaced by the actual
version like in 2.2.7 (<cxf.version>2.2.7</cxf.version>). The consequence of
this is that when samples are attempted to be built/run via Maven, Maven tries
to use 2.3.0-SNAPSHOT dependencies and fails. Replacing the version with 2.2.9
seems to work.
