Issue Type: Improvement (was: Bug)
Changing to improvement as the bundle listener stuff would be an improvement
and this is not a bug as it's currently working as designed and is known to
work with Spring DM and other OSGi things since the DOSGi impl uses it as does
ServiceMix and others.
