That is definitely an issue. None of the JDK's used in hudson and similar have
them and we really don't have enough control over that. Can the algorithms
set in the policies be relaxed down to export grade? It wouldn't really
change the meaning of the tests (which are really testing the policy driven
stuff) so I think that would be valid.
