Well, the error message (which isn't exactly informative) is used when the 
SOAPAction header doesn't match what's in the action stuff in the addressing 
headers.     According to spec, they have to match and if they don't, we have 
to send back a fault.  

It looks like camel or something might not be putting the correct SOAPAction 
information in place.
