Thanks for all the explanations! Given what you say, it may make more sense to create a fork with a different name, maybe outside of the responsibility of Apache, and detach from the standard W3C API to avoid confusion and to not overlap the one already shipped with the Webview. Over time, I'd be tempted to add background location for both Android and iOS, similarly to https://github.com/haylltd/cordova-background-geolocation-plugin (but less bloated).
