Google has introduced a new policy [outlined here](https://support.google.com/googleplay/android-developer/answer/13986130), which will limit the use of `READ_MEDIA_IMAGES` and `READ_MEDIA_VIDEO` permissions. These permissions are utilized by the [Cordova File plugin](https://github.com/apache/cordova-plugin-file/blob/670db341cce8ad866a863eb0b0639172f719a7e2/src/android/FileUtils.java#L536). With this change coming into effect, are there any plans to update the Cordova File plugin to comply with these restrictions?
