What problem does it solve? --> <!-- If it fixes an open issue, please link to the issue here. --> Fixes #1337 ### Description <!-- Describe your changes in detail --> Starting from Cordova-CLI 11, the default Cordova app's `config.xml` no longer sets `<access origin="*">`. This PR removes that statement and updates the explanation regarding which requests are allowed when the `access` tag is not defined. Cordova-CLI 11 depends on Cordova-Lib 11, which contains a list of pinned platform versions.
