The "Oracle" (initially "Sun") are neither really good, nor even applied consistently in the JDK as shown in Gary's examples. It would be nice if "Commons" had rules; when I advocated for this, a long time ago, the answer was that 1. each component could have its own variation, 2. standardizing across components was not a worthy goal. I think that the current consensus is to imitate (more or less) the current "style" and eventually the "regular maintainer" will apply corrections. Of course, an automated tool would be fine...
