The "Oracle" (initially "Sun") are neither really good, nor even applied
consistently in the JDK as shown in Gary's examples.

It would be nice if "Commons" had rules; when I advocated for this, a
long time ago, the answer was that
 1. each component could have its own variation,
 2. standardizing across components was not a worthy goal.

I think that the current consensus is to imitate (more or less) the current
"style" and eventually the "regular maintainer" will apply corrections.
Of course, an automated tool would be fine... If we agreed on common
rules. ;-)
