As discussed in MATH-1670, functionality has been transferred to the Commons
Statistics ranking module.
Removed stat.ranking package in commit:
e195ee2d084af99e53c9a8e47df8abbec85edc67
This updates the public API for the NaNStrategy and RankingAlgorithm used in:
* org.apache.commons.math4.legacy.stat.correlation.SpearmansCorrelation
It also updates the NaNStratgey used in:
* org.apache.commons.math4.legacy.stat.descriptive.rank.Median
* org.apache.commons.math4.legacy.stat.descriptive.rank.Percentile
The Median/Percentile classes are to be removed (see [MATH-1671]).
